Who We Are

Command Insight Consulting, LLC, is dedicated to advancing public safety through innovative consulting. Our focus includes EV fleet transitions, executive coaching, culture change and strategic planning. As a pioneer led by a former police chief, we are committed to equipping police departments for a sustainable future while honing leadership skills in the field.

Neil Cervenka

Neil began his career of service in the United States Air Force, serving seven years in Security Police before transitioning to civilian law enforcement with a medium-sized agency in California’s Central Valley. Over the next 25 years, he held a wide range of assignments including Field Training Officer, Gang Investigator, Honor Guard, Bicycle Patrol, and Motors. He promoted to Sergeant, where he supervised Patrol, the Motor Unit, Field Training, Public Information, and Internal Affairs. After eight years as a Sergeant, Neil promoted to Lieutenant, serving as SWAT Commander, Patrol Watch Commander, Investigations Commander, and Acting Captain.

 

Neil was later selected as Chief of Police for a rural agency on California’s north coast. In this role, he oversaw the creation of a social services unit to reduce police interactions with the homeless, implemented one of the first EV patrol fleets in the region, established a robust organizational wellness program, and led citywide emergency management efforts. He also guided a complete cultural transformation of the department, advancing technology, training, and succession planning.

 

Neil is a graduate of the POST Sherman Block Supervisory Leadership Institute and POST Command College, and he holds a POST Executive Development Certificate. He also earned an MBA from CSU Stanislaus and served as President of the California Peace Officers’ Association from 2024–2025.
